Arunachal Cabinet Approves Single-Window Clearance Act with 21-Day Approval Guarantee

The Arunachal Pradesh State Cabinet has approved the Single-Window Clearance Act 2025, a landmark piece of legislation that mandates time-bound approvals for all investment proposals submitted through the APIIP portal. Under the new act, all clearances -- including land allotment, environmental clearance, building permits, and utility connections -- must be processed within 21 working days of a complete application submission.

The most significant provision of the act is the "deemed approval" clause: if the designated authorities fail to process an application within the stipulated 21-day period, the approval is automatically deemed granted for non-polluting, green-category industries. For orange and red category industries, the timeline is extended to 45 days with mandatory communication of any deficiencies within the first 10 days.

Industries Secretary K. Dagi Haji explained that the act includes accountability measures for officials. "Every delay beyond the mandated timeline will be recorded and reflected in the officer's annual performance appraisal. We have also introduced an automated escalation mechanism -- if a file is not acted upon within 7 days, it automatically escalates to the next level of authority," he said.
